Antioch Habitat Conservation Plan

HCP/NCCP

The Community Development Department is currently underway with the development of a Habitat Conservation Plan / Natural Community Conservation Plan (HCP/NCCP). An HCP is a function of the federal and State Endangered Species Acts and serves to provide comprehensive planning and permitting for the area. The HCP will study all of the biological habitats within the City of Antioch, will survey for endangered species, and will provide a methodology for mitigating future impacts on these species. These mitigations will generally include payment into a fund that acquires local habitat and preserves it permanently for habitat purposes. This project requires coordination with multiple local, regional, State and federal agencies and will likely take another 1.5- 3 years to complete.
